OverviewDataset Summary

This layer maps 2,781 wetland complexes across the nine Northern Virginia jurisdictions, derived from the USGS/MRLC National Land Cover Database (NLCD) 2021 classified land cover product (Woody Wetlands and Emergent Herbaceous Wetlands classes). Each complex is scored for the intensity of surrounding development — the mean percent imperviousness in a 250m ring buffer, sampled from the companion NLCD 2021 Percent Developed Imperviousness raster — and classified into Low, Moderate, or High development-pressure tiers.

Wetlands are usually published as a static conservation constraint. This atlas instead treats them as a dynamic risk surface: a wetland surrounded by farmland can be surrounded by a warehouse park a decade later. Pairing wetland extent with a live measure of surrounding imperviousness reframes the data as a leading indicator of where permitting conflict, stormwater stress, and mitigation-banking demand will concentrate next.

Why This DatasetThe Problem It Solves

No open dataset currently pairs NoVA's wetland extent with a live measure of the development pressing in on it. Wetland maps and land-use/imperviousness maps are each individually available, but combining them at the complex level — rather than as two separate static layers — surfaces a genuinely new signal: which specific wetlands are already hydrologically compromised by their surroundings versus which sit in a still-undeveloped buffer. That distinction matters enormously in a region defined by rapid exurban growth in Loudoun and Prince William and by intense Chesapeake Bay watershed pressure, where the next decade of development will determine which wetland fragments survive functionally intact.

MethodologyHow It Was Built

NLCD 2021 Land Cover and NLCD 2021 Percent Developed Imperviousness (30m, EPSG:5070) were retrieved from the MRLC WCS 2.0.1 GetCoverage service, subset to the 9-jurisdiction NoVA bounding box plus a 3km buffer so that development-pressure buffers near the jurisdiction boundary would not be truncated.

A binary wetland mask was built from Land Cover classes 90 (Woody Wetlands) and 95 (Emergent Herbaceous Wetlands). An 8-connectivity sieve removed clumps smaller than 4 pixels (~0.89 acre) to suppress classification noise, then the mask was polygonized and contiguous pixel polygons were merged into wetland complexes.

For each complex, a 250m outward ring buffer was used to sample the NLCD Impervious raster; the mean percent imperviousness within that ring is the complex's development-pressure score. Complexes were clipped to the strict 9-FIPS NoVA boundary, filtered to a 1.0-acre minimum mapping unit, and classified into Low / Moderate / High pressure terciles. DBSCAN (haversine, eps=1000m, min_samples=5) was run on High-tier complex centroids, identifying 44 spatial priority clusters.

The clearest next combination is with Day 42's NoVA Impaired Waters Atlas (EPA ATTAINS 303(d)/TMDL status): High-pressure wetland complexes that also drain to an already-impaired stream segment represent compounding water-quality risk. A second pairing is with Day 39's VDOT Traffic Volume and Truck Freight Corridor Atlas, since High-pressure wetland clusters near high-ADT corridors face an added chloride/hydrocarbon loading pathway distinct from general imperviousness. A third: Day 30's Income Inequality Atlas, to test whether conservation and mitigation-banking investment is being sited disproportionately in lower-income tracts — an environmental-justice angle in the same spirit as Day 50's canopy-equity synthesis.
