OverviewDataset Summary

Northern Virginia is one of the wealthiest suburban regions in the United States -- yet income inequality coexists with that wealth at the neighborhood level. This dataset maps four interlocking dimensions of household income geography for all 579 census tracts in the 9-jurisdiction NoVA region using ACS 2022 5-year estimates: the Gini index of income inequality (B19083), median household income (B19013), poverty rates (B17001), and household income distribution bins (B19001).

The Gini index ranges from 0.1449 to 0.6451 across NoVA tracts -- a 4.5-fold spread between the most equal and most unequal neighborhoods. NoVA's regional median Gini of 0.374 sits slightly below the U.S. national average of approximately 0.390, but this aggregate statistic conceals extraordinary neighborhood-level variation. A derived Inequality Stress Index identifies 25 tracts where high internal income inequality intersects with below-median household incomes -- the region's most economically vulnerable communities.

Why This DatasetMapping Inequality Inside the Wealthiest Suburb

NoVA is frequently cited as one of the wealthiest regions in the United States, with Loudoun County among the highest-income counties nationally. But aggregate income statistics mask a second story: the region's rapid growth has embedded concentrated poverty alongside extraordinary wealth within the same jurisdictions -- sometimes within miles of each other.

The Gini index, a standard measure of income inequality ranging from 0 (all households earn the same) to 1 (one household earns everything), has never been mapped at the census tract level specifically for NoVA. Its combination with median household income and poverty rates produces a three-dimensional income geography that neither measure alone can reveal. The highest-Gini tract (Census Tract 9005.03, Prince William County, Gini=0.645) has a Gini coefficient comparable to highly unequal countries globally -- embedded in an otherwise wealthy region.

This dataset is especially valuable for identifying tracts undergoing bifurcation: where high earners and low earners are simultaneously present, driving gentrification pressure, displacement risk, and unmet service demand. Falls Church City -- the second-wealthiest jurisdiction by median income -- has the highest average Gini, suggesting its small area contains economically diverse co-residents who are increasingly divided.

MethodologyHow It Was Built

ACS 2022 5-year estimates were downloaded as pipe-delimited flat files from the U.S. Census Bureau's Summary File FTP server (https://www2.census.gov/programs-surveys/acs/summary_file/2022/table-based-SF/data/5YRData/). Four tables were retrieved by streaming: B19083 (Gini Index), B19013 (Median Household Income), B17001 (Poverty Status by Sex and Age), and B19001 (Household Income Distribution Bins). All files were filtered to the 9 NoVA jurisdictions by GEO_ID prefix matching on download.

TIGER/Line 2022 Virginia census tract boundaries were downloaded from the Census Bureau FTP and filtered to the 9-jurisdiction NoVA extent. All ACS tables were joined to the spatial data by GEO_ID. The ACS N/A sentinel value (-666666666) was replaced with NULL; 9 small tracts lack Gini data due to ACS suppression. Poverty rate was computed as B17001_E002 / B17001_E001 * 100. Low-income household share was computed from B19001 bins 2-7 (households earning less than $35,000). High-income household share was computed from bins 16-17 (households earning $150,000 or more).

The Inequality Stress Index was derived by min-max normalizing each tract's Gini index and median household income to 0-1 across all 579 NoVA tracts: ineq_stress = 0.5 * gini_norm + 0.5 * (1 - mhi_norm). Tracts with high Gini and low MHI score highest. GeoJSON for the web map was simplified to 0.0002-degree tolerance using topology-preserving simplification.

This dataset is designed for synthesis with any tract-level dataset in the Keystone GIS library. The most analytically powerful combinations: merged with the IEVI (Day 1) to identify tracts at simultaneous economic and infrastructure vulnerability; with the Health Equity Atlas (Day 17) to test the Gini-health correlation at tract level; with the LIHTC dataset (Day 25) to assess whether affordable housing units are actually located in high-stress tracts; and with the Commute Mode Atlas (Day 28) to analyze whether income inequality drives different commute behavior patterns within the same jurisdictions.

The Gini index can also be computed for sub-group populations (e.g., Gini for Black households only using PUMS data) to assess between-group vs. within-group inequality -- a next-step analysis that this tract-level baseline dataset enables. Finally, tracking the Gini over multiple ACS 5-year vintages (2017-2021 vs. 2018-2022 vs. 2019-2023) would reveal which NoVA tracts are becoming more or less equal over time, mapping the geographic direction of post-pandemic economic restructuring.
